Current Practice

Richard has been a consultant to the firm since 1985. As well as consulting to the firm, Richard is Challis Professor of Law at the University of Sydney.

Industry Experience

Richard has extensive experience in both domestic and international tax issues. He has a particular role within the firm as a consultant on all tax issues with a particular focus on international issues, including the international aspects of GST.

Because of his in depth understanding of the Government's Tax Reform process he has been able to provide a useful focus on the most recent tax changes flowing from the Ralph Review of Business Taxation and the Review of International Tax Arrangements.

Professional Background

Richard holds a Bachelor of Arts and Bachelor of Laws Degrees from the University of Queensland. In addition he holds a Bachelor of Civil Law from the University of Oxford.

He has extensive international experience, currently being a member of the Global Law School at New York University.

He has worked as a consultant to many Government and non Government organisations, both in Australia and internationally including the Australian and NZ Treasuries, the ATO, the Companies and Securities Law Review Committee, the Australian National Audit Office and the Business Council of Australia.

He acted as Taxation Counsel for the Legal Department of the IMF and was the Head of the Central and Eastern European and NIS Programme for the Fiscal Affairs Division of the OECD.

In addition he was an external adviser to the Ralph Review of Business Taxation and special adviser to the Board of Taxation in the Review of International Tax Arrangements.

Richard is currently a member of both the ATO's International and Indirect Taxes Rulings Panels.

He is an author of many books and publications on both Australian taxation law and international tax law in both Australian and international journals.
